Kanungu Residents Warned Against Defaulting on PDM Loans
Residents of Kanungu District have been warned against defaulting on Parish Development Model (PDM) funds under the mistaken belief that the money is a government grant.
The warning was issued by Dan Twinamatsiko, the Commercial Officer for Kanungu Town Council, while presiding over the election of new committee members for the Western Ward PDM SACCO at Kanungu Town Council headquarters on June 18, 2026.
Twinamatsiko expressed concern that some beneficiaries who received PDM funds have deliberately failed to repay their loans, claiming that the money was provided as a grant by the government. He emphasized that PDM funds are revolving loans that must be repaid to enable other eligible members of the community to access the same financial support.
He further noted that although the government introduced the Parish Development Model to help households generate income and improve their livelihoods, some beneficiaries have diverted the funds to non-productive and luxury expenditures. He urged residents to invest the money in income-generating activities to achieve the intended goals of the programme.
During the meeting, Peter Muhumuza Allelluya was re-elected as Chairperson of the Western Ward PDM Committee. He thanked members for entrusting him with another term and pledged to work closely with fellow committee members to ensure that more residents benefit from the initiative. He also encouraged applicants to follow the established procedures when seeking PDM funds instead of resorting to complaints.
Meanwhile, Betty Asimire, a beneficiary from Katete Cell in Western Ward who was elected to the ordinary committee, praised the Parish Development Model for improving the livelihoods of many residents across the district. Despite acknowledging challenges such as allegations of bribery by some leaders, she encouraged residents to register and apply for the funds and urged borrowers to repay their loans within the agreed timelines.
The meeting also involved the registration of new members into the Western Ward PDM SACCO and the election of members to the vetting, supervisory, and ordinary committees.
