Argentina launches digital Tax-Free Shopping for international visitors

The new scheme, introduced by the Agencia de Recaudación y Control Aduanero (ARCA) replaces the previous paper-based process with an end-to-end digital platform aimed at reducing bureaucracy, speeding up refunds and improving transaction traceability.

Under the new system, foreign tourists purchasing goods produced in Argentina can reclaim the VAT already included in the retail price. Participating retailers are required to issue electronic invoices and submit transaction data in real time to authorized refund operators. The system also generates an electronic refund voucher, eliminating much of the paperwork that previously slowed the process.

To qualify, visitors must present a passport or other valid travel identification at the point of purchase. Eligible goods must be exported in the traveler’s luggage when departing Argentina. The program applies to purchases made at registered merchants participating in the Tax-Free scheme.

One of the biggest changes is the introduction of digital validation at departure points. Travelers can confirm purchases through self-service kiosks, mobile applications or other electronic channels. The system automatically determines whether additional customs inspection is required, reducing queues and paperwork at airports and ports. Refunds can be issued through several methods, including international credit cards, bank transfers or cash, depending on the provider.

Implementation began on a phased basis. The first stage launched at Buenos Aires’ Ezeiza International Airport, followed by Aeroparque Jorge Newbery and the Port of Buenos Aires on June 2, 2026. The nationwide rollout across all remaining departure points will start on July 2. During the transition period, the traditional manual process remained available.

Tourism officials believe the modernization will make Argentina a more attractive shopping destination, aligning the country with international best practices while delivering a faster and more seamless experience for overseas visitors.
