Education Ministry Summons Teachers, Officials Over Indiscipline. See Their Names

The Ministry of Education and Sports, through The Education Service Commission (ESC), has summoned up to 30 teachers teachers and non-teaching staff from across Uganda to appear before its Disciplinary Committee over a range of alleged misconduct cases, including abandonment of duty, abscondment, forgery of appointment and transfer letters, and retirement in public interest.
In a public notice issued by the Commission, Permanent Secretary Dr. Asuman Lukwago said the affected officers are required to appear before the disciplinary committee at the ESC offices on the first floor of Farmers’ House along Parliament Avenue in Kampala between July 13 and July 16, 2026.
“The Secretary, Education Service Commission (ESC) informs and invites the under-listed Officers to appear before the ESC Disciplinary Committee, over allegations indicated against their names,” Dr. Lukwago said in the notice.
He added that all invited officers must carry relevant documents relating to their cases.
“All invited persons are advised to come with all documents in relation to the subject matter,” Dr. Lukwago stated.
The ESC further warned that disciplinary proceedings would continue regardless of whether the officers appear before the committee.
“Failure to appear on the scheduled date and time, will not stop the Education Service Commission from continuing with the disciplinary process,” the notice added.
A majority of the officers have been summoned over allegations of abandonment, an offence that have increasingly attracted scrutiny from government agencies seeking to improve accountability and service delivery in Uganda’s education sector.
Others face more serious allegations involving forgery of transfer letters and appointment letters, while others have been called to answer cases related to retirement in public interest.
The disciplinary hearings are expected to determine whether the accused officers violated public service regulations and what administrative action should be taken against them.

The disciplinary hearings come amid ongoing efforts by government agencies to strengthen professionalism, accountability and integrity within Uganda’s education service. The outcomes of the hearings could result in sanctions ranging from reprimands and dismissals to retirement in public interest, depending on the findings of the Commission.
