The latest appointments build on the original PLU structure unveiled on March 20, 2026, where the founding members were assigned the first numbers.

General Muhoozi Kainerugaba was assigned PO 001, Andrew Mwenda PO 002, Michael Nuwagira PO 003, Edwin Karugire PO 004, Daudi Kabanda PO 005, Balaam Barugahara PO 006, Michael Mawanda PO 007, Lillian Aber PO 008, the late Cedric Babu PO 009, Frank Gashumba PO 010, Henry Basaliza PO 011, and Fadil Twalla PO 012.

The numbering system adopted by the PLU draws inspiration from the historical structure of the National Resistance Army (NRA), which later evolved into the National Resistance Movement (NRM) led by President Museveni.

Within that system, members who participated in the 1980–85 liberation struggle were assigned numbers that later became enduring symbols of rank and authority within the ruling party.

PLU Director of Communications Andrew Mwenda stated that the rankings reflect each member’s historic role in founding the organisation and their seniority.
