Speculations Surrounding the Whereabouts of Ex-IGP Kale Kayihura Years After Losing Power

General Edward Kalekezi "Kale" Kayihura, born on December 26, 1955, in Kisoro District, Western Uganda, is a Ugandan lawyer, military general, and former Inspector General of Police (IGP). He served as the IGP from 2005 until his dismissal in March 2018.
Kayihura's early education took him from Gasiza Primary School in Kisoro District to Buhinga Primary School in Kabarole District. He later attended Mutolere Secondary School and St. Mary's College Kisubi for his Advanced Level education.
He graduated from Makerere University with a Bachelor of Laws (LLB) degree in 1978 and obtained a Master of Laws (LLM) from the London School of Economics in 1982.
After his studies, Kayihura joined the National Resistance Army (NRA), the rebel group led by Yoweri Museveni, which eventually took power in 1986.
Over the years, he rose through the ranks, holding various positions, including Director of Operations and later IGP. During his tenure as IGP, he was known for his strong loyalty to President Museveni and was perceived by many as enforcing the president's interests, often clashing with opposition figures.
In March 2018, in a surprising reshuffle, President Museveni dismissed Kayihura from his position as IGP, replacing him with Martin Okoth Ochola. Following his dismissal, in June 2018, Kayihura was arrested on allegations related to the murder of police spokesman Andrew Felix Kaweesi in March 2017.
He was charged with failure to protect war materials and aiding and abetting kidnapping. After spending 76 days in military custody, he was released on bail.
As of January 2025, General Kayihura has maintained a low public profile. Yoweri Museveni Approved his retirement on July 2023 and he officially retired from the Uganda People's Defence Force (UPDF) in August 2023, marking the end of his military career.
His retirement was seen as the conclusion of a journey that took him from the battlefields of Luweero to becoming a significant powerbroker in Uganda's security apparatus.
