MP Jonathan Odur Wins Big as Speaker Anita Among Backs His Proposal For Key Parliamentary Reform

Parliamentary procedures in Uganda have long shaped how Members of Parliament (MPs) interact with the executive, particularly in questioning the Prime Minister.

However, concerns had been raised over the fairness of the existing system, which limited opportunities for MPs to seek answers on national matters. The process, which involved selecting 15 questions through a raffle, often left many MPs without a chance to engage in direct oversight. This led to growing demands for reforms to ensure equal participation.

Amid these concerns, Hon. Jonathan Odur of Erute County South spearheaded a proposal to abolish the raffle system, arguing that every MP should have the right to present their questions without restriction. His push for change gained support within Parliament, leading to a decision to scrap the selection process altogether.

Now, all submitted questions will be forwarded directly to the Prime Minister, allowing for more inclusive and structured parliamentary engagement.

Speaker Anita Among, who oversees parliamentary operations, has now thrown her support behind this reform. She highlighted the importance of institutionalising clear procedures to ensure government accountability.

Committee Chairperson Hon. Abdu Katuntu also backed the amendment, noting that it would enhance transparency and provide MPs with a fair platform to question the executive.

With this key change, Odur has secured a major victory in strengthening parliamentary oversight.

The removal of the raffle system ensures that all MPs can exercise their right to question the Prime Minister, marking a significant shift toward greater inclusivity in legislative affairs.
