A growing perception that Uganda is being governed by two power centers, one under President Yoweri Museveni and the other under his son, Gen Muhoozi Kainerugaba, has sparked intense debate and public outrage.
Political analyst Timothy Kalyegira highlighted this dynamic, arguing that the government now operates as “two semi-independent wings of the First Family.”
While Museveni remains the official leader, Muhoozi’s rising influence in military and political affairs suggests a shift in Uganda’s power structure.
Once seen primarily as a military figure, Muhoozi has increasingly taken on political roles, making statements on governance and corruption.
Museveni himself hinted at this shift years ago, stating that his son would be tough on corruption. Many now see Muhoozi as a shadow ruler, particularly in security matters.
The development has divided the ruling National Resistance Movement (NRM), with some supporting Muhoozi’s rise while others warn of dynastic rule.
Opposition voices argue that Uganda is drifting toward a military-backed monarchy, raising fears of a family-led political transition.
