Justice on the Move: Why 28 Judicial Officers Were Suddenly Transferred, The Inside Story

In an effort to boost judicial efficiency and service delivery, the Judiciary has redeployed 28 judicial officers including registrars and magistrates as part of strategic administrative measures. The transfers, executed under Public Service Standing Orders, are designed to strengthen justice administration across various courts.
Acting Chief Registrar Pamella Lamunu Ocaya, who implemented the changes on March 14, noted that these moves were meticulously planned to optimize the deployment of judicial resources while preserving system integrity. This marks her first set of transfers since assuming the office following Sarah Langa Siu’s elevation to Acting High Court judge.
Chief Justice Alfonse Chigamoy Owiny-Dollo welcomed the redeployments, emphasizing their role in addressing staffing shortages and ensuring prompt justice delivery. The reshuffle has seen key personnel repositioned across several judicial units. For instance, HW Prossy Katushabe has moved from the Judicial Training Institute to the High Court, while others have shifted roles between divisions such as the Criminal Division, Inspectorate of Courts, and Magistrates Affairs and Data Management. Additional adjustments include redeployments to the Supreme Court, Wakiso High Court, and other strategic posts across the region.
This comprehensive realignment is part of a broader initiative aimed at filling staffing gaps and enhancing operational efficiency within the judiciary, ultimately ensuring that the public feels the impact of a more responsive and effective justice system.
