Taking to his X formerly Twitter to speak on this, this is what Online Editor for Statehouse, Nelson Bwire Kapo had to say.

Online Editor for Statehouse, Nelson Bwire Kapo :The President can’t announce his route and time for a number of reasons. However, when you are critical, you will realize he specifically uses one route ( until otherwise), the timing fluctuates depending on programming but is generally consistent.

Now the wait time is the problem, as it gets longer depending on discipline of the drivers or the spiral effect of the grid lock, otherwise it takes the convoy approximately 15 mins to pass you, and you are released immediately it does so. We have many linked roads I think!
