Uganda Prisons Denies Torture of Besigye—Truth or Political Cover-Up?

The Uganda Prisons Service (UPS) has dismissed reports alleging mistreatment of opposition figure Dr. Kizza Besigye at Luzira Upper Maximum Security Prison. UPS called the allegations politically motivated and lacking factual basis.Family members and political allies of Besigye claim he is being kept in solitary confinement and subjected to degrading conditions, including claims involving bedbugs.

Frank Baine, spokesperson and Senior Commissioner of Prisons, rejected the accusations. He pointed out contradictions in the reports, questioning how someone could be isolated while sharing space with 15 inmates.

Baine described the bedbug torture claims as entirely fabricated and aimed at misleading the public for political advantage.

UPS insists it adheres to national laws and global standards, citing compliance with the UN’s Nelson Mandela Rules on humane treatment of prisoners.

Dr. Besigye has been in detention since November 2024, following his controversial arrest in Nairobi, Kenya, along with Obeid Lutale. They were charged with terrorism before the General Court Martial.

Despite a January 2025 Supreme Court ruling barring military trials for civilians, Besigye remains in custody as the government seeks to amend the Constitution to reverse that decision.

Human rights organizations have voiced concern about his prolonged detention without trial, especially after multiple bail applications were rejected.
