Police Probe Aggravated Robbery of Electoral Materials in Luwero
Luwero District — Police in Luwero District are investigating an incident of aggravated robbery targeting electoral materials that occurred in Makulubita Sub-County, Katikamu County South.
According to a press statement issued by ASP S. Twiineamazima, the Savannah Region Police Spokesperson, the incident happened on February 4, 2026, at about 8:30pm at Joy of Salvation Church polling station in Wesune Muto village, Nsanvu Parish.
Preliminary police findings indicate that a group of assailants traveling in a silver Toyota Hiace (registration UBR 783D) intercepted and hijacked electoral materials that were being transported in a grey Toyota Wish (registration UBR 176Z). The attackers, who were reportedly armed with stones and pangas, assaulted polling officials, vandalized election materials, and fled with key items.
The victims were identified as Sseruwu Charles, the driver who sustained minor injuries, and Kilegeya David and Bukenya Lawrence, who were seriously injured. Other victims included electoral special polling constables deployed at the polling station.
Police said several suspects have been identified, including Kamada Ben and Mududda, among others.
Exhibits Recovered
Following the incident, police impounded the suspect vehicle, Toyota Hiace registration UBR 783D, from which several exhibits were recovered. These include:
A driver’s license in the names of Sempabuke Julius

A National Identification Card belonging to Nantongo Flavia
An empty five-litre fuel jerrican and a matchbox
An original Declaration of Results form from Kasizi Primary School
Cushions and mats
Marijuana
NUP official agent tags in the names of Mirembe Doreen Nakabuye and Eng. Kiselo Alex, Chairperson, Makulubita Sub-County
DR results forms and a small photograph of Eng. Kiselo Alex
Stolen Items
Police reported that the attackers made away with:
Four BVVK machines, and
Three transparent ballot boxes containing cast ballot papers
Police Response
Police responded promptly to the incident, documented the scene, and indicated that the crime scene will be reconstructed as part of investigations. The injured victims were evacuated to Makulubita Health Centre III for medical treatment.
The suspect vehicle was towed to Luweero Central Police Station. During the release of the scene, police said a related gang attempted to steal the recovered exhibits, but warning shots were fired, successfully dispersing the suspects.
Police say investigations are ongoing to apprehend all suspects, recover the stolen electoral materials, and ensure the integrity of the electoral process in the affected area.
