JUST IN! State Minister for Transport Orders Eviction of Car Dealers in Kampala City Road Reserves
The State Minister for Transport, Musa Ecweru has directed for the immediate eviction of car dealers operating in road reserves and pedestrian walkways in Kampala City.
The Minister gave the order on Tuesday, March 3, 2026 saying,” I have directed coordinated compliance operations with the Uganda Police Force to restore safety and order along Nakawa, Banda, Kireka and Bweyogerere effective this week.”
The operation is in accordance with the Roads Act, of 2019.
In June, 2025, the Ministry’s Permanent Secretary, to Bageya Waiswa gave the car dealers and car bond operators from the Nakawa-Banda-Kireka section of the road reserve on the Kampala-Jinja Highway 30 days to vacate.
According to Bageya the establishment of car bonds within the designated road reserve contravenes Section 16(1) of the Roads Act, 2019 and has significantly contributed to traffic congestion, blockage of the drainage system, and posing a serious safety hazard to road users along this critical road corridor.
Bageya warned that failure to comply within the stipulated period would result in eviction and removal of any unauthorized structures or installations at the owner’s cost.
“The exercise is critical in restoring the functionality, safety, and integrity of this section of the national road network,” said Waiswa. The Ministry is determined to ensure that the road reserve is cleared of encroachments and restored to its original purpose.
