Kitgum Medic Under Investigation for Performing Surgeries in Unlicensed Facility

Peter Luzinda | KITGUM, Uganda — Police in Kitgum District are investigating a medical practitioner accused of conducting surgical operations in an unlicensed facility at his residence.
The doctor, identified as Paul Pope Okwera, was arrested following a raid conducted by officers from the State House Health Monitoring Unit and the police.
Authorities say the suspect had established a makeshift operating theatre at his home in Pandwong Division, where he allegedly treated patients.
The doctor is also said to be attached to Kitgum General Hospital, one of the major referral health facilities in the district.
Investigators say the facility at the residence lacked the proper infrastructure required for surgical procedures, including sterilisation systems and emergency support equipment.
Police spokesperson Peter Oyesigye said the arrest followed complaints from residents and patients who raised concerns about suspicious medical activities at the home.
Health authorities say performing surgeries outside licensed facilities violates medical regulations and puts patients at significant risk.
The suspect is expected to appear in court once investigations are completed.
Authorities have urged members of the public to always seek treatment from licensed medical facilities to avoid falling victim to illegal medical practices.
