Ministers Aceng, Tumwebaze Enter ‘Rank and File’ of Muhoozi’s PLU Structure

Health Minister Jane Ruth Aceng and her Agriculture counterpart Frank Tumwebaze have been assigned number-based ranks in General Muhoozi Kainerugaba’s Patriotic League of Uganda (PLU) newly unveiled leadership structure.

Tumwebaze designated Patriotic Officer (PO) PO 013 while Dr Aceng is assigned PO 015.

The rankings were announced on Sunday by Muhoozi via his official X (formerly Twitter) account, as he expanded the organisation’s “Patriotic Officer” (PO) numbering system.

“In addition to the 12 Patriotic Officers announced by comrade Andrew Mwenda the day before yesterday (March 20, 2026), I award the following numbers to the following comrades,” Muhoozi wrote.

The newly assigned rankings also include Haruna Kasolo Kyeyune (PO 014), Joanne Okia (PO 016), Jackson Atima (PO 017), Ojara Mapenduzi (PO 018), Nelson Nshangabasheija (PO 019), and Frank Mwesigye (PO 020).

The latest announcement builds on an earlier structure unveiled on March 20, 2026, in which the PLU introduced a numerical ranking system for its top leadership.

Under the system, Muhoozi holds PO 001 as founding chairman, followed by Mwenda (PO 002) and Michael Nuwagira (PO 003).

Other previously named members include Edwin Karugire (PO 004), Daudi Kabanda (PO 005), Balaam Barugahara (PO 006), Michael Mawanda (PO 007), and Lillian Aber (PO 008).

The late Cedric Babu was posthumously honoured as PO 009, followed by Frank Gashumba (PO 010), Henry Basaliza (PO 011), and Fadil Twala (PO 012).

The numbering system adopted by the PLU draws inspiration from the historical structure of the National Resistance Army, which later evolved into the National Resistance Movement led by Yoweri Kaguta Museveni.

Within that system, members who participated in the 1980–85 liberation struggle were assigned numbers that later became enduring symbols of rank and authority within the ruling party.

“The numbers reflect the historic role played by each member in the founding of the organisation and also their seniority,” the PLU said in an earlier statement.
