Justice Victoria Nakintu Urges Embrace of Mediation and Technology at Masaka Bar–Bench Meeting

The Head of the Masaka High Court Circuit, Lady Justice Victoria Nakintu Nkwanga Katamba, has highlighted ongoing initiatives aimed at streamlining justice delivery, noting that the OKOA Refuge-funded sessions, which began in February, are progressing steadily.

Katamba made the remarks on Thursday during the Masaka Bar–Bench meeting where judicial officers and members of the Bar from across the Masaka region convened to reinforce efforts to improve collaboration, enhance service delivery, and address emerging issues in the administration of justice.

In her remarks, Justice Katamba encouraged judicial officers and advocates to embrace Alternative Dispute Resolution (ADR) as a tool for expeditious case disposal, while emphasizing that mediation should remain voluntary for litigants.

Justice Katamba also briefed attendees on the imminent introduction of the Electronic Court Case Management Information System (ECCMIS) in the Circuit. She urged stakeholders to prepare for the transition to digital systems and integrate technology into legal practice.

Additionally, guidance was provided on the process for extension of Letters of Administration, with further direction on handling election petitions to be shared in due course.

During the interactive session, advocates and judicial officers discussed several operational matters. Advocates were reminded to ensure they hold valid Practicing Certificates, and plea bargaining sessions were recommended to run alongside daily hearings to improve efficiency in criminal case disposal.

Participants emphasized the importance of regular harmonization of physical files with the Court Case Administration System (CCAS) to maintain accurate records, while collectively condemning corruption and affirming a commitment to integrity within the justice system.

Updates on infrastructure development were also shared, with the construction of the Rakai High Court reported at 54 percent completion. Concerns about missing files were addressed, with assurances that ongoing reorganization of the Masaka Chief Magistrate’s Court docket will help curb the issue.

In addition, advocates called for greater transparency in granting bail where appropriate, while the Deputy Registrar appealed for strengthened working relationships between judicial officers and advocates to foster mutual respect and operational efficiency.

"Our shared commitment to integrity, efficiency, and embracing modern systems will ensure that justice is accessible, timely, and fair for all members of the Masaka community,” Justice Katamba said.

The meeting was attended by the Resident Judge, Deputy Registrar, Circuit Chief Magistrates, Magistrates, and Advocates practicing in the region.
