BREAKING! Ngora District Officials Remanded Over Mismanagement of Shs1B Road Fund

Two officials of Ngora district local government and a local businessman have been arraigned before court over mismanagement of Shs1B Road fund.

The trio; Opio Stanislaus Francis- Acting District Engineer, Okello Samuel- Assistant Engineering Officer and Oroni Herbert- Station Manager, Retta Solutions Uganda Ltd appeared before the Ngora Grade One Magistrates Court on charges of theft and conspiracy to defraud.

They have been remanded until, 5th May, 2026.

According to the State House Anti-Corruption Unit that investigated the case, the trio and others still at large, between 2024 and March 2026 at Retta Solution Uganda Limited in Ngora District conspired to steal fuel valued at over Shs35 million, property of Ngora District Local Government.

They falsely claimed the fuel was meant for road works within the district, which was not the case.

Investigation reveals that during the FY 2024-25 and 2025-26, Ngora District Local Government received a total of UGX1.75B for road construction and maintenance.

However, community members and stakeholders suspected that the funds had not been properly utilised, leading to substandard works on many district roads.

Okello Samuel, the Assistant Engineering Officer, frequently received fuel without signing for it and without the authority of the Acting District Engineer.

He allegedly used the fuel for purposes unknown to the authorities, in collusion with Oroni Herbert, the Station Manager of Retta Solution Uganda Limited.

Further, it was found that Opio Stanislaus, the current Acting District Engineer, neglected his supervisory responsibilities by failing to oversee the Assistant Engineering Officer, leading to the misappropriation of fuel for unrelated activities.

To enhance service delivery to the public, the Government of Uganda disburses funds to districts and municipalities, as grants for road rehabilitation and maintenance. However, Investigations conducted by SH-ACU countrywide, have continued to reveal that, these funds are mismanaged, leading to the apprehension of several district officials.
