Hoima District Vice Chairperson Hellen Mulumba is in police custody over allegations of extorting Shs 16.5 million from a job seeker, as authorities probe a growing pattern of recruitment-related fraud involving local government officials.

Police in Hoima City are holding Hoima District Vice Chairperson Hellen Mulumba over allegations of extorting Shs16.5 million from a job seeker, in a case linked to rising complaints of job-related fraud by local government officials.

Mulumba was arrested on Monday evening within Hoima City and taken to Hoima City Central Police Station, according to police sources.

Investigations indicate that she allegedly received the money from a young job seeker, promising to secure employment within the district.

However, after no job was provided, the complainant reported the matter to authorities.

The victim’s identity has been withheld as investigations continue.

Julius Hakiza, the Albertine Region Police spokesperson, confirmed the arrest and said inquiries are ongoing.

He added that several other officials and political figures in the district are also under investigation over similar allegations involving extortion from job seekers.

“The investigations are ongoing,” Hakiza said, noting that more individuals could be implicated as police widen their probe.

The Hoima region has in recent months experienced a surge in complaints of officials allegedly demanding money from applicants in exchange for promised government jobs—offers that often fail to materialise.

Authorities say the pattern has raised concern over corruption in recruitment processes, with calls for stricter oversight and accountability in local government hiring practices.
