JUST IN! Gov’t Explains Delay in Compensating Flood Affected Traders in Kampala

Government has given an update on the process of compensating Kampala City Traders who were affected by floods in October 2025.

The update was given by the Minister of State for Disaster Preparedness, Relief and Refugees, Hon. Lillian Aber today, Wednesday, 29th April, 2026, in a media briefing.

Aber addressed the media on the ongoing government procedures and mechanisms put in place to compensate the Kampala traders who were affected by the floods in October last year.

The Minister said the government is set to make payments to the traders who were affected by the floods once the process of harmonising the lists of the victims is completed.

She said a committee comprising of the traders, officials from the Office of the Prime Minister, KCCA and the Internal Security Organisation (ISO) has been instituted to ensure that the existing inconsistencies and discrepancies in the lists which were compiled and submitted by the different entities are cleared, so that the victims are compensated in a systematic and transparent manner.

The Minister also called upon the traders to stop operating businesses in spaces such as the basements, which are gazetted for car parking since they are highly prone to floods and other related disasters.

The Permanent Secretary, Prime Minister’s Office, Mr. Kakooza Alex said the funds amounting to Shs20 billion have been provided by His Excellency, the President, Yoweri Kaguta Museveni to cater for the payment of ex-gratia to the affected traders and that, the disbursement process will start after the harmonisation phase.
