Parliament Swears In 18 Ministers as Ex Officio Members Under Article 78
Parliament of Uganda has administered the oath of allegiance and the oath of Member of Parliament to 18 newly appointed ministers, formally enabling them to serve as ex officio Members of the 12th Parliament in accordance with the Constitution.
The swearing-in ceremony, conducted in the House, marked the constitutional process through which members of the Executive who are not elected legislators are granted the right to participate in parliamentary proceedings.
The exercise is grounded in Article 78 of the Constitution, which provides that the Vice President and ministers who are not Members of Parliament by election sit in the House as ex officio members.
Those who took the oath include Attorney General Kiryowa Kiwanuka, Minister for ICT Justine Kasule Lumumba, Minister of Local Government Balaam Barugahara, Minister of Tourism Tom Butiime and Minister of Trade Sanjay Tanna, among others.
Other ministers sworn in include State Minister for Luwero Triangle Affairs Alice Kaboyo, State Minister for Higher Education John Chrysostom Muyingo, State Minister for Trade Wilson Mbadi and State Minister for Environment Beatrice Anywar, among others.
Following the oath, the ministers formally assumed their roles in Parliament, enabling them to participate in debates, committee work and other legislative functions as provided for under the law.
The process is a key constitutional requirement that integrates senior members of the Executive into the legislative framework to enhance coordination between government and Parliament.
