Mityana District Human Resource Boss Remanded over Salary Fraud
The Inspectorate of Government on 16th June 2026 arraigned the Principal Human Resource Mityana District Local Government Mukiibi Hussein, before the Anti-Corruption Court on three counts that include Causing his employer a financial loss of over 75 million shillings in irregular payments of unlawful salary arrears and Salaries.
According to the charge sheet presented to the presiding Magistrate Asiimwe Esther by Inspectorate Officer Arinda Jason, he paid irregular salaries and arrears, to six people through manipulation of the Integrated Personnel and Payroll System (IPPS) and forgery of their appointment and posting letters he used to access their pay rolls.
The IGG who sanctioned these charges says this act was not only prejudicial to the interests of Mukiibi Hussein’s employer, but also to the six Officers who include Nuwagaba Agnes, Guma Jorum, Okodel Simon Peter, Chuchu Wamala, Namaganda Swafuwa and Nandege Safina.
It is further alleged that the accused person committed the alleged offence between January 2022 and December 2023, in total abuse of the authority of his office and knowing or having reason to believe that his actions would; and indeed, caused financial loss of 75, 557, 709 shillings to Mityana District Local Government.
However, Mukiibi Hussein denied the charges and Inspectorate Officer Arinda Jason informed the Court that investigations in his case are still ongoing.
Magistrate Asiimwe Esther later sent Mukiibi Hussein on remand at Luzira prison until 30th June 2026 for hearing of his bail application.
