Judicial Officers Trained to Lead Peer Learning Under New Capacity-Building Drive

The Judicial Training Institute (JTI) has launched a new push to strengthen internal training capacity within the Judiciary, focusing on equipping Judicial Officers to serve as in-house trainers.

In a session held at the JTI offices, participants were introduced to practical techniques for adult education, including facilitation methods and tools for engaging learners.

The initiative is part of a wider strategy aimed at promoting peer-led learning and reducing reliance on external facilitators for professional development.

Justice Prof. Andrew Khaukha, Executive Director of JTI, said the Judiciary needs to cultivate a culture of continuous learning and self-reliance. He emphasized that the goal is to empower officers to take up roles as future trainers and resource persons.

The training was led by Prof. Gerald Kagambirwe Karyeija, an academic from Uganda Management Institute (UMI), who focused on practical delivery methods, stressing the need for relevance and participation in adult learning.

He highlighted that adults retain more when training is participatory and directly applicable to their work.

Participants began with an activity reflecting on their previous experiences with adult learning—setting the tone for a session designed to be both reflective and skills-based.

Emphasis was placed on understanding trainees’ backgrounds and professional needs before developing training content.

Lillian Bucyana, the acting Registrar of JTI, said the session is aligned with the institute’s focus on sustainability and professionalism in judicial education.

The program is expected to pave the way for a more self-sufficient Judiciary, where knowledge is shared and built internally through trained peers, reducing long-term dependence on external trainers
