Uganda Strengthens Efforts to Establish African Humanitarian Agency in Kampala
The commitment was highlighted during the 1,350th session of the African Union Peace and Security Council (AUPSC) held in Addis Ababa, where member states convened to discuss the growing challenges of refugees, internally displaced persons, and humanitarian assistance on the continent.
Addressing the Council, Ambassador Rebecca Amuge Otengo, Uganda’s Permanent Representative to the African Union, IGAD, and UNECA, informed delegates that Uganda is working in close collaboration with the African Union Commission to complete the remaining administrative and operational requirements needed to launch the agency.
The African Humanitarian Agency, which will be headquartered in Kampala, is expected to play a central role in coordinating humanitarian responses across the continent. Its establishment will also mark a historic achievement for Uganda, becoming the first African Union institution to be hosted by the country in more than six decades.
During the meeting, concerns were raised over the increasing number of displaced persons across Africa, with conflicts, climate-related disasters, food shortages, and economic instability continuing to force millions from their homes.
Ambassador Otengo emphasized the importance of African-driven solutions in responding to humanitarian challenges and urged member states and development partners to increase support for humanitarian programs facing significant funding constraints.
She further noted that Uganda remains committed to providing protection and assistance to refugees. Hosting more than 1.7 million refugees, Uganda continues to lead the continent in refugee reception while advocating for stronger global partnerships to support host communities and displaced populations.
In another significant development, Ambassador Otengo announced that Uganda will take over the chairmanship of the African Union Peace and Security Council in July 2026, providing the country with an opportunity to further contribute to continental peace, security, and humanitarian initiatives.
Uganda’s efforts to operationalize the African Humanitarian Agency reflect its growing role within the African Union and its commitment to advancing collective African responses to humanitarian and displacement challenges.
